When does the pre-construction phase end for a demolition only project? Access scaffolding is required and there is some minor propping. Propping can be sacrificed. PCI has been issued with a structural assessment, asbestos report, services, party wall etc. Nothing unusual about the three story masonry building. Demolition contractor appointed as Principal Contractor.

I am clear but others involved in the project are arguing different confusing the project team, which concerns me.  I think they are confusing themselves with the matrix of responsibilities and multiple scenarios that CDM 2015 has provided.

When all design decisions are made and documented.

If the propping has been designed and the method/sequence defined, then the design aspects are done.  If there are aspects that are to be resolved once some preliminary opening-up has been done, then it's still running.  If it's really an ordinary masonry building (no lurking prestressed elements, for example) I think the latter case is unlikely.

In my opinion, based on the limited information tabled.
