Accident inspection by safety reps on non-employer premises

Does anyone know whether union safety representatives have the right to investigate incidents (serious) where the employees they represent are working at another employers premises? This refers to the problem of insurance assessors that necessarily have a number of workplaces that are not the responsibility of their employer.

Alan,
The right of entry is limited to a few professions. HSE/LA enforcement officers etc. I would be extremely surprised if a union safety rep had any right of entry as it is usually prescribed in law.
