There was a recruitment campaign at the start of the year and the salary on offer for a trainee inspector was about 22k

Wrong, inspectors start around £25K then will progress through to around £30K with experience.

I went for this job and got offered it.
It was 22k starting but i couldnt afford to take a drop in pay :-(
Not sure how the structure went after that though.

22k to a maximum of $41k to date (which rises with pay agreements etc.) but it takes on average about 10 years to get to the top.

Not sure how an starting offer can be as low as £22K. The training grade should start at £23.7K outside London. After successful training period pay should go up to about £28K rising to £40K on average after 10 years as said by db. However the recruitment panels select expecting more potential than this and a significant number would reach £51K eventually. The person who said £35K is typical is about right for the median.

It is well known within the HSE that they are in fact in breach of European guidelines, in that it is impossible to reach top of band within 10 years.
Don't anyone belive that you can get to 40k within 10 years or that a significant proportion will reach 51k. Pay deals are appalling year on year and getting worse.
Most inspectors that have been in for many years will be in the mid-30k bracket. Unless you get promotion to PI (Principal Inspector)level you won't get into the 40k bracket and it's not quick or easy to get a PI position.
Being an inspector will not get you a good salary. Don't believe the hype. Been there. done that. Wouldn't go back. The job is definately not what it was.

We do not disagree by much but in the 2005-2007 pay deal each pay band has 9 annual steps, hence 10 years to reach max after training (max of Band 3 the old main grade inpector). Dissatisfaction is not always about pay. The 2005-2007 deal was OK for anyone not on the max of their band. The future is not so certain.
If the European guidelines are followed it would be hard for any public sector employer to comply. The implications are that there should be no pay bands at all, just hundreds of fixed pay levels and precise job descriptions. The inspector who started the case wanted a fairer system but not that one.
