Hello,

I work in large organisation and provide risk assessment courses; the delegates are asked to produce an adequate risk assessment for assessing purposes; which is bench marked against the requirements set in the legislation and HSE guidance

I have been told that my assessing method is extremely poor and I should be looking to revise this method to make it more realistic and up to date.

Any ideas?

What immediately springs to mind is, does your assessment method actually meet the requirements of the organisation that you work for? Each organisation will have its own format for risk assessment, together with its own method of risk evaluation. Just because a risk assessment method meets legal requirements doesn't mean it is appropriate for your working environment.
If it were me, I would get the delegates to assess real work activities in your organisation. Activities that already will have, hopefully, suitable and sufficient risk assessments. I would also ensure that this is done using the organisation's own risk assessment format. Comparing the results with the existing assessment will be enable you to see if they are broadly comparable, you never know, the delegates may even improve on the assessments. This way your delegates will get valuable experience of conducting real assessments.

I also deliver risk assessment training course, and as you do deliver with Legislation and current Regulations in mind. However I design the course specific to my client and their practices, this helps candidates to understand their work area and be able to identify hazards, also I have found that many risk assessments do not identify real hazards and the risks but are mandatory, some even copied off the HSE Website, rather than use as guideance.
Getting staff to carry out pratical assessments is normally a good way of assessing competence. Have you tryed short practical workshops on your training?

The delegates are asked to carry out a "real" risk assessment using our risk assessment form and delegates are encouraged to follow our H&S policies and procedures.

I use a spreadsheet checklist (based on legal and internal requirements) to ensure the risk assessment requirements are met.

But I have been told that this assessment method is extremely poor and I need to look for a modern assessing method.

Are you being told that your method of asking the candidates to demonstrate their competence is poor, or are you being told that your method of checking that they have met the requirements is poor?

From what you say, your method sounds OK. It is usually a good idea to get people to do a worked example that is relevant to them. Using a spreadsheet to check off against measurable criteria is also a good idea.

Could you seek more specific feedback from whomever is making this comment?

Thanks for your responses.

I have been told that the assessing method (using the spreadsheet) is out dated and unrealistic.

I asked for feedback, but so far I don't have any more information.

The spreadsheet has three columns: QUESTION, YES and NO.

I just don't know what modern assessing methods are out there. Or how can I assess people competence in a better way

If you are being questioned in regard to your assessment methodology, why not try to use it as a chance to update yourself to go on some update training in order to upgrade your own thinking process - counts as CDP, and will help you understand modern methods?

You should look at the method used in IOSH Managing Safely. The candidates have to use IOSH methodology to do a risk assessment in their own workplace. The method is a bit clunky and unrealistic for real workplaces but it does have a marking scheme whereby the student's ability to identify different types of hazards, evaluate risks, look at control measures, consider monitoring and reviewing and so on.

You could devise a similar process with a marking scheme?

I am a Health and Safety Officer, the course is internal and does not lead to a recognised qualification.

There is no problem with the risk assessment methodology.

I have been criticised on the method I use to mark the risk assessments submitted by course delegates. The delegates have to produce and submit a suitable and sufficient "real" risk assessment to pass the course.

If the risk assessment is not suitable and sufficient feedback is given and delegates are asked to make adjustments to their risk assessment and resubmit.

I completed PTLLS last summer and I am following the guidance given in Teaching Today (Geoff Petty, 2004)
