Clause 13 - sorry, no idea.
It could be that they have taken something that looked good to them out of another document to use as a specification or compliance requirement without providing you with the relevant details.
Go back and ask for clarification and where they got the spec from.

I've had a look at North West Water Safe Systems of Work and their SSW 13 refers to Entry into Confined Spaces (might be it???). Leave your contact number via this site if you need more info
