We have recently been informed that if a passenger lift has been fitted with a phone for contact in emergency and for one reason or another the phone line is inoperable then the lift is to be put out of service, quoting that due to new regulations that is the procedure. Can anyone point us in the right direction for the legislation

I would have thought that an 'out of order' sign on the phone and a working 'panic button' would have sufficed. Try asking the Lift and Escalator Industry Association on 0171 935 3013.

I think what we are looking for here is a suitable and sufficient means of raising the alarm in an emergency. This must be an independent means, which would still operate during a power failure and therefore run from an independent power supply.
You must also ensure that the alarm will be effective.
1. Where is the lift?
2. Will the alarm be loud enough to be heard against background noise levels
3. What about out of hours use?
4. Is there a suitable procedure for responding to the alarm?
A good risk assessment will answer all of these questions. You might also like to give the lift manufacturers a call and ask the same question.

The phone link on a dedicated line is indeed a necessary requirement nowadays. If you browse back in this forum you will find Otis asking how to persuade customers to place safety above cost. Contact them or any other supplier and they will detail the requirements
