Posted By Denis Hands I would appreciate the thoughts of others regarding the issuing of extensions to permits to work for confined space work when the job has not been completed within the original forecast. My understanding has always been that under these circumstances the confined space team cease work and leave the confined space until a new permit has been raised with a new completion time. Does anyone have a system that has exceptions to this rule, and if so under what circumstances do you allow a permit to be extended? The reason I ask is that I have two examples of permits to work, one of them from an HSE guide, and both of them have a signature block where an extension to the permit can be authorised. This is contrary to my understanding of how permits to work operate. Any advice would be most welcome.

Posted By Adrian Watson Dennis, Like most things, there is not one answer. In many cases it depends on the hazards anticipated. If for example, the work was in large sewers that are subject to flooding at specified times then the permit should be rescinded at the end of the time period and a new permit issued after conditions have been checked to ensure that it safe to reenter and continue working. However if work was being done in an area where working conditions are not likely to change, provided appropriate precautions are being taken, then the permit could be extended without being withdrawn. My view for what it's worth, is that all permits in which it is necessary to specify a working time limit should be withdrawn on expiry of that time and a new permit issued, after the requisite checks, before work recommences.

Posted By Richard I am not a confined space specialist, but as a general rule, for hot or live work etc, I never permit an extension of a PTW. Where necessary, I issue a new, time limited, permit after a new assessment. Once jobs start overrunning, that's when people start shortcutting, and that's when control should be tightened Richard

Posted By Robert K Lewis The ability to extend a permit is available in a number of systems and should however only be seen when there is strong management control over issuing. It must only be extended by the issuer and then only if all matters are reviewed. It is not there for the entry team to decide that they need extra time and thus simply sign off an extension. It does save paper as well!!! Bob
