You don't really want the Directives as they are not really relevant to practical implementation. The UK Regulations are the best in the world (I have shared these with US colleagues before now) and our system of inspection competency is the best developed. The Institution of Mechanical Engineers is also a very good place to get information and they regularly hold technical seminars. You can also get some information from Powergen Power Technology in Nottingham (ask for Ian Wilson) - he is a boiler systems structural integrity specilist).
