Posted By Stuart Nagle Steve. You need to be objective here, not subjective. Information, Instruction and Training are fine, but the key factor is experience. Confined spaces are not forgiving places, you either do it right or you could be dead. The role of the 'Top-Man' or 'Safety Supervisor' is paramount in confined spaces working. In essence he controls the entry, and 'watches over' (continuously) the safety of the entrants throughout their entry into the space. It is essential that s/he has sufficent information, instruction and training, but also the experience and competence to be able to control the entry and spot potential promlems (almost before they arise) that could affect the safety of entrants. For instance this would be likley to include experience in; the confined spaces being entered, the processes or work being carried out and any hazards associated with it or the space itself, processes or work in the vicinity or the plant that may effect safety in the space, preventing other work that could have a bearing on work in the space, being aware of the effects of weather (or tides in costal areas), and having a high level of competence in the equipment, systems and operations involved in the work itself and permit to work procedures and content. In my experience, over 28+ years, 'Top-men' were selected, usually being the older more experienced guy's, allowing the younger, fitter and 'faster' chaps to make up the entry team. If you are interested in training courses, I can also give some advice or run courses which can be dedicated to existing safe systems of work employed (if any). Hope the above is of some use to you. best regards... Stuart Nagle
