Does anybody have information on safety issues with regards to welding (mig and arc). I need to conduct a risk assessment and safe working procedure for welding in the workplace. My main concerns are on the shop floor and the impact towards other employees and the chemicals/substances in the work environment.

Apologies, but the references in my previous response seem to have become rather bunched up and confusing in transit.
So that you do not get confused with the ISBN numbers the references are numbered 1 - 8. I hope this makes deciphering a little easier.

The HSE guidance listed above does indeed contain nearly eveything you need, although some of it is very dated and you need to filter the ages of the pieces of advice quite carefully.
There is a book as well. Health and Safety in Welding and Allied Processes, Fifth Edition, published this month by Woodhead Publishing ISBN 1 85573 538 5. Suited to UK and USA audiences.
I cannot vouch for the quality, since I am one of the authors, but we did do our best to consider all angles.

yes there are some out there, I am a time served pipe fitter welder by trade in an earlier life and will offer any assistance I can. I am now the Corporate H&S Adviser for the Co-opertaive Group based here in Manchester
There is a profesional body called the 'Welding Institute' from memory who publish much information.
