Can anyone tell me what legislation covers the parking of skips etc on roads. Do they come under the Safety at Street Works and Road Works ACoP or is there seperate legislation?

You will need to think about PUWER 1998 and ACoP, Construction HS&W Regulations 1996, the Safety in Streetworks and Roadworks CoP. But in answer to your question, there's also the Highways Act 1980, Builders Skips (Marking) Regulations, and the Environmental Protection Act (Duty of Care) Regulations 1991. Since you asked...

Try also referring to:
The Builders Skips (Markings) Regulations 1984 - re marking of skips
The Highways Act Sections 139-140, - re permits for skips, lighting and coning of skips on highways.
Chapter 8 of the Traffic Signs Manual - re the correct use of signage.
The Local Authority for further advice.
