At present, it partly depends on what is displayed on your screens (e.g. data or video and the degree of interaction), but your decision should be based on the length of time infront of their screens and type of monitoring required - set that against the criteria in the guidance.

Discussion is presently underway on updating the Regs and guidance, and it is likely that process control and even video screens will clearly fall within the 'user' specification.

It might be prudent to 'bite the bullet' (if that's what it is) and categorise them as 'users' now.

The exemptions in the DSE regs are pretty clear and quite limited. The exclusion in Reg 1(4)(e) is for small data or measurement displays that are usually not intesively monitored by workers for long continous spells. The guidance (L26) says that this covers much scientific and medical equipment, such as cardiac monitors, oscilloscopes, and instruments with small displays showing a series of digits.

Your process monitors will fall outside of this exemption if the operators are required to sit at them and monitor output for significant periods of time, ie you will have to assess them.

I exclude our laboratory equipment which we use for things like chromatographs, UV detection graphs etc.
