There is a lot of information available on the HSE website - www.hse.gov.uk - if you search for 'compressed gases'. One of the documents will lead you to the website of the British Compressed Gases Association, who have a range of guidance for sale.

Dear Ayman
In the UK, most portable and transportable gas cylinders are owned by the Gas Companies - they sell you the gas and rent you the cylinder. If this is the case, the periodic pressure testing of the cylinder is the responsibility of the gase company, and therefore you need not worry about it.
If on the other hand you own the gas cylinders, then they are transportable pressure vessels and you need to study the regulations!!
