What is the hazard in keeping car engines on while fueling at Petrol stations??
I am looking for any information / regulation in that regard. should it be a rule to switch off engines tillthe fuelling process is completed?
Kindly advice.

I pretty sure you are breaking the Road Traffic Act if you leave a vehicle with the engine running and no driver at the wheel.
Sure I've seen a prosecution somewhere.

Reg 98 Road Vehicles (Construction and Use) Regulations 1986 "the driver of a vehicle shall, when the vehicle is stationary, stop the action of any machinery attached to or forming part of it so far as may be necessary for the prevention of noise or exhaust emissions.
Exemption
When stopped in traffic
in order to examine the working of the machinery following failure
in order to work the machinery for a purpose other than driving the vehicle
Machinery connected with gas propolsion units
This offence has been extended to include exhaust emissions as a reason to turn off the engine. Certain local authorities are now empowered to authorise persons to issue fixed penalty tickets for the offence."

A bit of a strict interpretation, Nicki. It is actually an offence to leave a motor vehicle "unattended" with the engine running.
Unattended is open to "interpretation". Posting a letter may be OK, going to the loo may not! (I am not a law expert).
I think the case you are referring to was a lady who started her car, parked on the street, to warm up while she went back inside to have breakfast!

So, Martin, if I read reg 90 correctly, it must also be an offence to use a CD or tape player (but not necessarily a radio) in a stationary vehicle!
Tell that to the 4 wheeled ghetto blasters!!
