For car park attendants whose job also includes acting as a banksman when directing delivery lorries in a delivery bay area, what training should they be required to have. Would an internal briefing be enough. If not what external training is needed and any suggestions of good providers?

I believe that an in-house briefing is adaquate after having satisfied yourself that the "banksman" is ok regards sight, hearing and can apply common sense. A high vis. jacket would be essential.
Where I am coming from is to look at the person's role -that is, to keep pedestrians and vehicle apart! This goes hand in hand with a base action of removing the interaction between those two groups as much as possible leaving the "Banksman" to handle the essential staff situation.
Hope this view helps you to develop your thinking on the subject.

Internal training is sufficient, but make sure that your operatives are trained in giving correct signals, otherwise it may leave you open to litigation.
visit her majesties sorting office and download the Health and Safety( Safety Signs and Signals) Regulations 1996 free of charge. In the schedule to the regulations it gives hand signals both for cranes and vehicles you can visit it at:

and type the regulations in the serch engine.

Would suggest a mixture of the two responses above. Firstly though, risk assess the task and develop a safe methos of work. Ensure the banksman uses hand signals under the safety signs and signals regulations. Then make sure you are happy with the banksmans competance through supervision and possibly some recurrent training. Issue the banksman with the appropriate PPE. An important aspect to bear in mind is that of communication. Make sure delivery drivers are aware that they are under the control of a banksman (through signs, or information briefs to regular drivers) and decide if you are going to discipline / deny access to drivers who fail to follow the banksmans instructions.
