Posted By David Whaley We are looking to take down part of an old building that is constructed from asbestos cement sheets. The taking down is not the problem. Removing from site is causing concern. I have contacted a registered carrier who states that he uses normal builders skips (I can understand the logic) that are then taken to a registered site for emptying. I was under the impression that enclosed skips had to be used. The HSE task manual advocates lockable skips. Does anyone have the definative answer? Thanks in advance.

Posted By Charles New I suggest you have a read of HSG 189/2 if you have not done so already. This suggests wrapping cement sheets and transferring them to covered lorries or skips. It goes on to say that waste must be kept secure whilst on site (eg in a lockable skip) until it is sent for disposal. Much depends on your method of removal and timescales. Remember also that the Special Waste Regs apply and therefore the Consignor must notify the Environment Agency and have consignment notes etc completed. Also be aware of Reg 10 and 15 of the CAW Regs 2002 - ie the duty to prevent exposure (ALARP), and to prevent the spread of contamination (ALARP). The latter may help you justify the use of sealed/lockable skips. Hope this helps.

Posted By Edward H If waste is going to be stored on-site prior to disposal it must be kept secure, hence the advice to keep it in a lockable skip. If you subsequently send it for disposal it is sensible not to re-handle the waste but send it in the locked skip. In general the waste must be contained in a way that prevents further spread. A strong, sealed container [covered skip, vehicle body or drums etc.] can be used; or alternatively the waste can be double wrapped in heavy gauge polythene sheet or double bagged in heavy gauge poly sacks. Waste that is double wrapped/bagged does not need to be carried in a sealed skip or lorry. Whatever container is used must be labelled with the asbestos logo label.
