Not quite sure what your referring to here. The HSE has set targets for public services and a report is available from their website at:

The HSE, as part of their strategic plan, have published guidance as to how they will support trusts. Generally this relates to supporting them through the Controls Assurance Framework.

The NAO have recently published a report regarding the management of health and safety in NHS trusts

The department of health published guidance in Nov 2001 called "the effective management of OCC Health and Safety in the NHS"

As I understand it becuase of criticisms from the NAO document this guidance will be revised later this spring
