Can anyone tell me what a health and safety 'tender' is in construction and what has this to do with the H/S policy?

i think you are asking about pre-tender health and safety plan? if so this is to do with the CDM regulations. From my own experience this is a general overview of the health and safety of a project, giving details of existing site services, lay out of proposed site, etc etc try looking at croners if you have access to it.

Thank you Allan for your input. I now have more info. on the specifics of the tenders:
they are apparently overviews of a sub-contractor's health and safety policy sent to the main contractor prior to undertaking a contract. My main question is, what should be contained in the tender and what is its purpose? Hope this is clearer.

The purpose is to help the client fulfill his duty in choosing a contractor who is competent and has good health and safety systems (at least on paper, it will be up to him “the client” and the planning supervisor chosen to actually ensure the systems are implemented on site)
There is a good HSE publication “use of contractors – a joint responsibility” which covers this subject in fairly simple terms.
The following is quoted.
You need to decide how you will determine a contractor’s competence. You could for example, ask prospective contractors:
·What experiences they have in the type of work you want done.
·What their Health & Safety policies and practices are.
·About their Health & Safety performance (no of accidents etc).
·What qualifications and skills they have.
·Their selection procedure for sub-contractors.
·For their Safety method statements.
·What H & S training and supervision they provide.
·How they consult with their workforce.
·If they have any independent assessment of their competence.
·If they are members of any relevant professional or trade body.
·Whether they or there employees hold a passport in H & S training.

You can then decide how much evidence (e.g. references) you need to seek in support of what prospective contractors have told you.
