Can anyone provide clarity please. Is the 16th Edition Electrical Installation test certificate required by a sub contractor to carry out further work from the circuit onwards. For example the main contractor supplies an upstand to which the REC connect, a subcontractor then connects from the upstand to further equipment. Is the 16 Edition cert which is produced by the main contractors electrician required to be available to the sub contractor to prove that the circuit has been tested and is safe ?
Any advise would be appreciated.

I have not spotted this as a specific requirement in the 16th edition and the certificate is required to be passed to the person commissioning the work. However, obtaining relevant information upon a circuit to be worked upon is HSE guidance within HSG85 - although I cannot recall the certificate being specificaly mentioned in this context. It would be interesting to know what the IEE have to say on this one (020 7240 1871).

There are no legal documents or rquirements on this subject, although BS7671 (16th edition) is used as best practise.
BS7671 states that work and testing should be carried out by a "competent person".

Steve,
Anyone carrying out additions, alterations or modifications to part of an electrical installation is required by BS7671 to test those works.
Along with a completed schedule of test results a certificate must be completed, as i guess you already know.
It is the responsibility of the electrician working on the installation to verify the safety of that installation and record any deviations from the regulations or non compliant works on that certificate.
Basicly the guys working on any part of your installation should be able to tell you wether or not it is safe and back it up with a loada observations and test results.

The point here is not whether an installation needs to be tested, or by whom, but whether the certificate must be passed to a sub-contractor before he/she subsequently works on the installation. I take this as good practice and able to be part of information exchange both under CDM and generally but not specifically a requirement of the IEE or the BS/Wiring Regs - but would also be interested to hear if there is any hard requirement, interpretation or guidance on this.

The "certification" aspect is for those who need to "demonstrate" the thorough inspection of the existing wiring installation or new/modified wiring installation.
The 2 main organisations involved in this are the National Inspection Council for Electrical Inspection Contracting (NICEIC)
and the Electrical Contractors' Association (ECA). They set the criteria for its members who are on their registers to issue certificates.
In my view, the term 16th Edition IEE Wiring Regulations is outdated because the IEE wiring Regulatons now has the status of a British Standard BS 7671. BS 7671 : 2001, Requirements for Electrical Installations is the latest version
