Does anyone know what decibel the reversing horns have to be on fork lift trucks. I work at a factory and they pass very close to the production line all day long and they seem very loud.

According to HSG6 'Safety in Working with Lift Trucks' in the section 'Protecting Pedestrians' it states: -

(b) Audible warnings on lift trucks. These may vary from simple manually operated horns to the automatic reversing beeper. In deciding whether such measures will be effective, employers should take into account the number of lift trucks operating in the area, the background noise levels and the likely effect on the overall noise levels. The requirements of the Noise at Work Regulations 1989 will have to be met.

As already ststed, loud enough to be heard over the background noise.
You could try a new type, from Brigade Electronics. The sounder gives a shhhh...ing noise (white noise I think they call it), The idea is the noise is more directional, and you hear it the loudest when you need to, i.e. when you are behind the truck. It is designed to prevent extraneous noises either in the workplace or environmentally outside the building.
We have trialed it and has been successful. But be warned, you do need to get used to it, as it is different. Worth a try
