A colleague of mine has asked about doing risk assessments for his fishing clubs lake. As far as I can ascertain the lake is used by members only. They have a working committee which carries out maintenance activities on the lake in a boat, clearing reeds and other debris. The water is owned by the EA the banks by the Farmer but the fishing rights belong to the club. The club is memebrs only and is approx 600 strong. Members pay an annual subscription and can generally fish where they like on the banks some of which are quite steep. Whilst I can assist him with his assessments I was wondering if anyone else had done anything similar and also if anyone has a suggestion as to who might be liable if an accident were to occur and somebody was to injure themselves.

Of course it would depend on the actual facts, but sounds to me like the farmer and club share responsibility for the actual place where fishing takes place.
