Anybody have any information on where we are with the opt out (48 Hours)and any changes or likely changes.

The EC have published a discussion document:

Discussion closes in March 2004, after which any changes to the Opt Out will presumably be announced!

I found this site via the HSE website, European link, it was on their news section last week.
