Problem, how to convince,persuade responsible person for Health and Safety, that keeping in excess of 300 Litres of HFL in paint spraying workshop, within larger plant, is not a good idea ? I've quoted my Nebosh Dip pt 1 notes and various other references to The Highly Flammable Liquids and Liquefied Petroleum Gases Regulations 1972 !

HFL Regs have been replaced by DSEAR; does this complicate your position?

The regs you quoted are superceded by the DSEAR Regs, (Dangerous Substances and Explosive Atmospheres Regulations). The guidance on max quantity storage at the workplace for HFL is considered 50 litres. You can download INDG 370 free from the HSE Website, this gives guidance on the regs.

Consider also your fire risk assessment route. Limitations can be set by the employer / person carrying out fire risk asessment as well as any risk assessment under DSEAR.
Rule of thumb, enough (quantity) to do the one days work? Storage in perscribed format, usually external.
