Does anyone have any information about the latest trend to cut concrete street lighting columns and attach modified lighting sleaves on top of the column made from steel.

Gary.
This process has been going on for some years now, mainly in response to to the deteriation of concrete and 'blowing' of the concrete around steel reinforcing.
I would suggest that you contact your local highways department, or:
Institution of Civil Engineer, Institution of electrical Engineer for specifications ect and advice on how the tasks are carried out and lighting/electrical works performed.
