Posted By Rod Douglas Are mulitple CCTV cameras in a control room classed as DSE?
Here is the scenario: Control Room front desk 1st Operator monitoring the radio net & control doors.
2nd Operator monitoring the CCTV screen (X1) and the general alarm system.
3rd Operator monitoring the main electronic gate, access control.
Back desk 2 Operators monitoring 6x CCTV screen.
Are the multiple CCTV Screens classed as DSE.
I know that a single CCTV screen is not classed a DSE but what about multiple screens.
Any advise would be most helpful.
PS They are rostered to undetake all of these activities as operators during anyone shift, so they are not constantly monitoring screens.
Aye,
Rod

Posted By Ian Bruce Rod,
Sounds like a prison?
If so, when I worked as a H&S Officer in a prison, I managed to convince myself that the DSE Regs applied, can't remember the thought process and havn't got the ACoP to hand, so I can't refer to anything for my response.
You should at the very least anyway, be assessing the task for risk and taking into account the individuals performing the task and their work patterns etc.
I had worked into the control room staffs' safe working procedures, the need for regular breaks, task rotation, good chairs (as you would specify for a DSE user), training in likely hazards - ours was reliant upon computer style equipment, mouses/mice, keyboards etc, so making them aware of RSI and their need to ensure they followed the controls within the risk assessment and SSOW to protect themselves.
It all relies upon regular review, good management and managers that understand that it can be stressful, even though it may not look it. Staff shortages through illness, holidays etc can compromise some of the good work, so consider this also. Don't forget that it can be a bit claustrophobic - no windows, radios sounding all the time, telephone ringing and watching the screens can make people feel a bit detached and boxed in.

Posted By Ron Hunter In my humble opinion, yes they are. I'd be interested in your rationale for excluding a single monitor where the other definitions of 'user' are met.

If you do a search in public forum for CCTV you will find a discussion on this matter, a similar question was asked and I put a point forward but was informd that the DSE regulations had changed.
The discussion was started by Graeme Main on 4th February 2004
