Are handrails on stairways classed as safety equipment?
Handrails have to be provided on stairways except in certain situations. Is it desirable to enforce their use? Your views would be appreceiated.

Firstly no and secondly Building Regs would define where they should be situated in particular buildings, contact your Local Authority Building Control dept.

I have only ever worked in one place where use of handrails on stairways was enforced. This was on the Hutton TLP offshore oil production platform. Due to a (then) unique design, the platform had an unusual motion apt to catch out the uninitiated.
The rule was in response to a specific risk in specific circumstances.
