Is it a legal requirement that the visit to receive the free eye test (and go back to collect the glasses, if required) be in working time or is that optional?

The Health & Safety (Display Screen Equipment) Regulations 1992 gives employees a right to free eye and eyesight test. All DSE users should be advised of this entitlement by their employer. The test should be undertaken by a nominated optometrist during paid working time.
See Issue of SHP April 2004 -
"Users have no automatic right to be tested by their own choice of optician, but this can be arranged if it does not increase costs to the employer. Users must either visit a nominated optician, negotiate equivalent rates with their own optician, or pay any extra costs themselves. If they elect to visit their own optician, then this should be in their own time."
The regulations do not cover collection of spectacles if required. I would assume, however, that if the nominated optician is used, both testing and collection should be allowed during paid working time. (I believe collection would be more on ethical grounds.)
Hope this helps.

May I apologise and clarify paragraph one in my previous response. I only meant the employee's right to free eye tests as being a legal requirement in the DSE regulations. The next two sentences would have been better put as a separate paragraph.
Apologies again and thanks Andrew for spotting this.
