Proposed New IOSH Standards for MIOSH - Pre Qualification Experience - Does it Count?

The new standards proposed for MIOSH and chartered status are being presented to members. In reading these standards it appears that there is no provision for persons of high experience (i.e. hold and have held a responsible senior health and safety position for some time) but have only recently achived the formal acedemic/vocational qualifications for MIOSH.
The new provisions appear to toally exclude any pre-qualification experience gained, at whatever level, and only accept post qualifications experience, for a minimum period of 2 years, before MIOSH will be awarded, during which time 2 years CPD must be completed as well to satisfy the requirments.
Whilst I accept that the new proposals will fit most new entrants and some existing members, what of those, and there are some, who fit into the category of pre-experienced holders of senior health and safety positions, but have only recently or are just completing formal qualifications acceptable for MIOSH?
Will IOSH recognise their pre-qualification experience, perhaps over a longer period than 2 years, as meeting the criteria and permit MIOSH to be awarded on completion of the formal acedemic qualifications with proof of pre-qualification experience, perhaps backed up by evidence and employers signed affidavits etc?

As I understand the transitional arrangements those who currently meet the Membership criteria can be admitted to corporate membership. They will also need to enrol on CPD before Dec 2004 in order to complete the cycle by Dec 2006. If enrolment takes place now the individual will achieve their 2 year cycle by June 2006. At this point they will tranfer to CMIOSH and will use the letters MIOSH until that time.
If CPD enrolment is left until July 2005 the new 3 year programme will come into existence and therefore a 3 year cycle will be required. There is no bar to undertaking CPD during the interim period whilst experience is being gained, it is in fact assumed that this will be the case.
After July 1st 2005 no new MIOSH will be admitted and the routes will be as shown in the table at the foot of page 56 of May 2004 SHP will be followed. Subject of course to AGM approval.
My advice to all is to enrol on CPD early and ensure that the transitional arrangements do not cause headaches

I'm getting confused now, how about Tech SP's who are undertaking a qualification which is accredited for coporate membership?
Will they remain TechSP until they have accrued a further 2 years post qualification CPD ?

Tech SPs will continue at that grade, or its equivalent new terminology, until they achieve membership status. They must however undertake CPD to maintain the TechSP status.

Hi all,
I've just re-read the SHP articles. Could some one confirm my understanding of the new membership criteria. I've started the NVQ 4 in H&S recently.If I complete the NVQ before July next year and enrole on the CPD, will I be able to apply for MIOSH immediatly. ?

In regards to chartered status, what arrangements have been made for those members outside the UK who are professionally qualified and can prove activity in Health and Safety over a period greater than 3 years at a professional capacity?
I have not seen any reference to members in overseas countries??

I have to wonder sometimes when I read comments on this website whether some people start threads because they want to be informed or are they just dropping some bait into the site.
Being a member of the Chartered management institute (formerly the institute of management) and a member of IOSH I can clearly see where they are going. To be competent as has been discussed on this site on many occasions you have to be trained experienced and knowledgeable.
By giving members full corporate membership at present I do not believe that they are FULLY competent (not experienced enough after achieving diploma). Therefore the system that IOSH is putting in place will dismiss this problem. (2 year CPD)
Furthermore it will wake up those members who have achieved a senior post and have sat back and done no training since then. For those who stay current and have already enrolled in CPD there is obviously nothing to worry about.
For the few members that have suddenly poked their heads out into the 21st century, welcome, enroll now or miss the wagon.

I have replied separately.
For the benefit of others however, please be aware that
a) Enrolment onto the old CPD process is still possible up to July 1st 2005
b) CPD is not simply about attending training courses
c) CPD includes other personal development with regards to your general professional life and abilities
d) All members will be required to undertake CPD. The new scheme is currently moving into a pilot phase for internet use next year.

I think the same as you. I am AMIMechE (Associate Member of the Institution of Mechanical Engineers) and have just submitted my application to become CEng, MIMechE. I had to submit a Professional Review Report, demonstrating how I meet the core competences as defined by UK-SPEC through my career history to date, and I also had to submit a Development Action Plan, detailing my long, medium and short term CPD goals.
I will then have to have an hour long interview, and bring evidence with me, where they will determine whether or not I am worthy.
It has taken me 6 years to get to this stage.

Sorry people, obviously my initial question was unclear, and this is not 'bait' - why you should think this escapes me! It is an attempt to find out the 'what if's' in respect of these issues..... after all, if you don't ask, you don't find out do you....
I was asking:
Can a person who has lots of experience prior to geting qualified be treated the same as one who gets qualified and then gets the 2/3 years experience and CPD under their belt?
Can the former get MIOSH on the basis of prior experience, learning etc, rather than wait yet another 2/3 years? This is available with other chartered bodies. Did IOSH consider it? If so why not do it?
There is provision for the latter in the details published, but not the former. Why not? As the former is likely to be just a previlent as the latter.....
BY the way CPD registration form here on the IOSH web site, print off and fill in, scan, and send with credit card details or post it to IOSH and get registered for CPD. Folder arrives, fill it in as you go.... No problem there then!
There, that seems to clarify things a little for those who may have been confused.

After July 2005 there is no way around the CPD requirement. People who are currently MIOSH continue with that designation until the cycle is completed. Register now - after all what is the problem of recording the progress of your ongoing professional development?

I've been out of the office for a few days so I have only just picked up on this thread. Stuart, for people obtaining a qualification after July 1st next year it is expected that they will need to complete the IPD process. No prior experience will be accepted. This issue has been discussed by the PAC who strongly believe that the only relevant experience that can be assessed is after the accredited qualification has been obtained, as any experience prior to this may not be based on the correct theoretical knowledge as delivered by the academic programmes. The exception to this, of course, is the NVQ which assesses experience in a specific workplace, however, the proposed new rules want a further assessment of knowledge across the broad spectrum for this group of people. In all cases the professional review will explore with candidates the knowledge and experience they have achieved.
For someone who expects to qualify before July if they are enrolled on CPD then it will count towards their transitional arrangements (ie they will become a MIOSH who needs to demonstrate a full 2 year CPD cycle)

Sorry Richard I forgot to answer your query. There are no specific arrangements being made for overseas members as the proposed ones will fit them as well. CPD is not about attending specific courses it is an individuals repsonsibility to maintain their current competency and they will do this in a variety of ways. The revised scheme covers this brad variety in a better way than the current scheme but this will work as well. The activities you undertake are all relevent. Once we have moved the revised scheme a bit further there will also be on-line opportunities for members to complete CPD activities, this will be a while though as we are currently developing the systems to do this. This facility should be useful for those overseas.

I have downloaded the request for CPD from the home site and filled it in with the 10 pounds fee and returned to Norm Walton by ordinary air mail.
Four questions:
1. What do I need to do in terms of fulfilling this requirement?
2. Do you want evidence of the past, present or future activities in OHS or all the above?
3. At what point do I return this data to the Professional Committee?
4. What form does this data need to be in?

As you will see from the proposals specialist degrees will be recognised under the cognate degree route. For those already in the MIOSH category,irrespective of how you were granted this, the transitional arrangements are the same- you must demonstrate that at least one CPD cycle has been completed.

I have just completed the Diploma 1 course (exam next week) and plan to upgrade to TechSP when I get my results.
One of the reasons for starting the diploma was to apply for MIOSH status when qualified and then seek another (better paid) job elsewhere. I have been working in health and safety for 2 years.
From reading this post, it appears that the Diploma is no longer acceptable for MIOSH status, and I will only be able to obtain MIOSH if I spend hundreds or thousands of pounds on extra training with IOSH to get enough points.
I plan to start the new diploma course in September, with an expected completion date of December 2005 / January 2006.

There are no changes to the qualifications that are accepted for MIOSH so the academic requirment. (Other than the change to the NEBOSH Diploma which are as a result of the changes to the national standards). The requirment for CPD is being extended to all those in the MIOSH categories. CPD is about professional development not attending courses. Although some people find that this is useful to them most current CPD participants complete their CPD without this. It is the reflection on new areas of knowledge or new skills developed that is the development aspect. So it won't cost anything to maintain CPD unless you choose to attned a course, which can be any course of relevance not just an IOSH one!

For people obtaining qualifications before the introduction of the proposed new scheme then they will be able to progress under the existing rules for entry to MIOSH ie be able to demonstrate at least three years relevant OSH experience. There will some degree of discretion as it is appreciated that the results of exams taken in the first half of the year are not published until later in the year. For those entering MIOSH by this route they will need to demonstrate a full 2 year CPD cycle before progressing to the proposed CMIOSH category. Hope this explains the position
