Size 3 made on a womens last is difficult enough to come by, as most size 3 sold are made on a last designed on a male size foot. Another problem - for the manufacturer - is the inherent qualities of the materials used to form the toe protection - steel usually - it has to be of a certain size & shape to be able to provide the strength to give 200 joule protection. The new composite materials may allow a small boot size to be 200 joule protected. I know that there is a move toward aluminium toe protection to 200 joule - lighther, cheaper anr more available than steel today (composite materials while preventing amputated toes and light are expensive). The problem, as often, is the technological capability can change - but the standards lag behind. You may be more likely to find someone to help you if you look to the Italian or Portugese safety protective footwear manufacturers as these tend to be small family run businesses, still at the moment, that can respond to special requests, at reasonable cost - providing it is technically possible.
