There is no regulation that is directly comparable to 29 CFR 1910-38 of which I am aware. There are elements of the requirements scattered about other regulations.

For instance in the Management Regulations reg 8 deals with the setting up of emergency procedures. In COSHH, regulation 13 deals with emergencies, regulation 12 in the Ionising Radiations Regs and Reg 8 of the Dangerous substance and explosive atmospheres regs.

Likewise the advice documents are scattered amond the various authorities, such as the Home Office, Fire Service, HSE etc.

If the site concerned is one which could be defined as a major accident hazard site then the Control of Major Accident Hazards Regulations 1999 UK 1999/743 applies. Part 4 Regulations 9 -13 deals with Emergency Plans. Try also HSE Legal Series "A guide to the Control of Major Accident Hazards Regulations 1999" for detailed guidance on the Regulations.
