The Council I work for has a large housing stock. Occasionally, scaffolds are put up which abut communal walkways / balconies.

Where the construction work does not affect the walkway / balcony, netting is used to stop youths jumping over the balcony's handrail onto the scaffold.

However, where the work does affect the balcony, the netting can get in the way of the builders and so nothing is put up, other than warning signs.

I'd be grateful if any safety advisers, who have encountered this problem, could let me know if there are any physical guards or barriers that can be put up between the balcony and scaffold, which do not prevent the builders from working.

Does anyone know of any case law on this point?

I appreciate that that this thread is a bit vague on details and that each job is different and would require an assessment. But, in principle, are there any "broad" control measures that have been used to deal with the risk?
