Can anybody offer advice on implementing a system to monitor/control what substances or chemicals contractors bring onsite. I am thinking about contractors who service FLT, contract gardeners and office cleaners ,etc any advice will be most welcome

We provide contractors with our "Rules for Contractors" document as part of the service procurement process, as well as running through it again during contractors' induction. In this we specify the requirement for method statements and full risk assessments and that they must include MSDS for any hazardous chemicals. We also require a declaration on flammables, copies of inspection certificates, FLT licenses etc.

That's obviously only the first step, controlling it effectively is down to monitoring. We require anyone employing a contractor to appoint a member of staff as their "controller" or on-site contact. That person will assist in the monitoring of the contractors as well as providing them with an available contact if they need something. Our other employees are also quick to blow the whistle on contractors’ misdemeanours. The contractors will want repeat business, and in this area they are well used to stringent H&S requirements because of the local petrochemical plants, so they will be unlikely to cross the line and risk being crossed of your company's list of approved contractors.

It's a case of getting everyone in your organisation on board, with the overt backing of the guys at the top. Making each department responsible for the contractors they bring on site, rather than them foisting the responsibility onto someone else, was key to our success.
