I am writing my disertation for my MSc and need information on pre-tendering, does anyone know where I can get some info, most of the material I have read deals with contractor controls after they have been engaged, I cant find much about the selection process.

For oil & gas plus offshore, take a look at www.fpal.com. This has been set up by the operators for the purchasers and suppliers to give their details and provide feedback on each other with the long term aim of removing the time consuming business of prequal questionnaires from every purchser to every supplier for every contract. The website gives plenty of info about how it works.

Paul,

I could complete this in one sentence, 'whoever is the cheapest'. I know a lot of paper work goes in place before hand which my company has in place but I have NEVER seen the contractor with most expensive quote but having an excellent health and safety record being selected. As this has proved in the past, it has shown to be false economy. Maybe it would be worthwhile writing some thing about changing culture as part of your course work.

Have you looked through the CDM Regs? Obviously this is construction specific, but it does include a few bits and pieces on how the selection process should go. Yes I said should, have to agree with the previous posting - although certainly within construction there is a constant push to try and get people to accept that the cheapest quote is not always the cheapest option.
