I had a similar problem and in the end I devised a plan that would test the important elements of the disaster plan that we had put together. British Standards have a guide PAS 56 that may help you test the effectiveness of your plan.

When I worked for a chemical company we used Link Associates in Derby to review and test our emergency plan. They offered a first class service and their simulation training centre at Derby is incredible, I saw an offshore installations manager being put through a simulated emergency in a mocked up control room and my heart was pounding just from watching the pressure he was put under. If you really want to find out whether your Emergency/Incident Controller could handle a real emergency and keep a clear head then this is the place to train them.
