Hi everyone.
I have just come upon what I think is a major problem at our landfill site - rakers. These people break into the landfill site and steal scrap and refuse - disgusting, but true! We have tried CCTV cameras, and they were stolen, we've tried getting rid of the recyclate but they go onto the tip face and rip through bags. They vandalise the property, machinery and obviously we have our requirements under OLA 1984 to consider. The police and Procurator Fiscal aren't interested even though it's breaking and entering and criminal damage (we don't have trespass law in Scotland). Has anyone else come across this problem and what measures have they taken to solve it?

We have had a similar problem at our landfill site but rather than people stealing anything they were more satisfied to break stuff!
We subsequently put in a secure compound for the site office and vehicles and these are locked away and all windows covered etc. each night.
We had a problem with the waste on site and while we had to come to a compromise between landfill space and safety / security and increased the amount of daily cover we were putting over the waste. This solved the problem as you couldn't see where abouts any 'goodies' portions of the waste were and also if you wanted to get to it you had to go through the top layer of cover to get anywhere without any guarantees you'd find anything after digging it up.
This solution also inproved litter, odour, flies, and prevented scavenging birds.
Have you spoke to the Scottish Environmental Protection Agency to see what they recommend? That is presuming they carry out the same role as Regulator for landfill sites as the Environment Agency do in England and Wales.

Hi
Thanks for the suggestions (especially fats!!) I had thought about razor sharp wire, dogs with big teeth, landmines etc but I don't think our councillors would go for it!!
Richard, we've been "advised" by SEPA to stop this happening but we explained the situation we have with the police and further problems we have in combatting the problem and now (for the time being) have turned a blind eye. It's an impossible situation. Thanks for the suggestions once again.
