Hi all. We are curently looking into manufacturing a hydroforming machine from an old press(hydroforming being a process of using high pressure water to mould pipe work).
I am wondering if the Pressure Equipment Regulation 1999 would be required to be complied with and if so, which parts of them as i am not sure if we would be classed as a manufacturer, assembler or user . Any help would be appreciated.

Haven't dealt with these regulations specifically but if they are what I think they are then they are derived from the old pressure system regulations. In which case if the pressure is purely hydraulic the regs won't apply.
Suggest you check the definitions section to establish what is pressure equipment and then determine whether such conditions apply in your circumstances

My understanding is that the Pressure Equipment Regs 1999 apply to the design and construction aspects of pressure equipment. Pressure equipment generally being considered to be equipment which operates above atmospheric pressure.
The Pressure Systems Safety Regs 2000 apply mainly to the in service aspects of pressure systems such as operation and periodic examination. These regs define a pressure system as one comprising one or more pressure vessels and any associated pipework and protective devices.
I feel sure that a hydraulic system is covered by these regs since they mention "liquid or gas contained in it".

The Pressure Systems Safety Regulations do not apply, since water is not a 'relevant fluid', unless it is above its boiling point.
The Pressure Equipment Regulations do apply, and depending on the volume and pressure product there may be a requirement for external inspection and verification of safety by a 'Notified Body'. I suggest you go to the dti website and get the document 'Product Standards - Pressure Equipment' from the downloads page

Considering the complexity of the regulations, it is a pretty clear document. Elsewhere on that page you will also find a document that lists all the Notified Bodies.
