The company I work for has a number of high street shops which are rented from Private Landlords and local councils. My question is who is responsible for ensuring the electrical inspections are done. I know we have a duty of care to our employees but the landlord also has a duty of care to his/her tennants.

It is also worth noting that most health and duties are primarily those of the "employer" and so this is usually a good starting point.
