We have a 2m x 2m room designated as a flammables store. The walls are of brick construction.It contains small amounts of the usual paints, thinners, etc. The question is does the room need to have ventilation to the outside and a vent at the bottom of the door?

To answer the specific question, the HSE say you should aim for 5 complete air changes per hour which could be achieved by air bricks vented to the outside or (probably unlikely in a room of this size) an intrinsically safe fan.
However have you thought about all the other requirements for this room (you say it was designed for this purpose). You might like to get the appropriate DSEAR ACOP (storage) or HSG 51.
