Could anybody tell me the criteria that would have to be met to be able to employ a worker who has an up to date COSS qualification... as a COSS ( Controller of site Supervisor). Does he have to undergo formal assessment to ensure competences are up to date etc.. and what are the costs of the company employing such individual.. ie continuation traing, PDR and quality performance courses etc?

Paul, if you or your company are intending to work on the railway with this individual you will need to act as his sponsor, which means as a minimum you need to be "link up" registered. This consists of an extremely stringent audit by the Link Up organisation, who check to see that you comply with Network Rail's standards for working on the railway infrastructure.

If you don't work on the railway, or intend to, there should be no need to keep the competency up. COSS level and above now require at least 1 assessment every two years and maintenence of their pesonel log books. This can be onerous and "relatively" expensive for a company that does not specialise in railway work.

If the individual works for another company as well, say at weekends for example, it is the responsibility of that sponsor to ensure training and assessments are up to date, not you.

John.. thankyou for your response, we are an approved supplier via the link up audit system and the MD has a COSS working for him but not in a COSS role. the line of thourght is to potential use the COSS trained man to his full potential by getting work requiring the COSS.... what CPD does he need and what sort of costings are involved???

CPD wise, the COSS now has to complete a logbook, with 4 shifts logged between assessments and recertification - 8 in total.
1 assessment is required over a 2 year recertification period now between 9 and 15 months after initial certification.

If a competency assessment was not undertaken before Jan 2005 the COSS will probably be required to undertake a full certification rather than a re certification when the sentinel card expires, PTS is now being included on the COSS recert.

I think you have the technical information you need.

I would only add that the new system is to ensure that personnel who have tickets do use their competencies regularly so keep up to date. The entries in the log book have to be countersigned to verify that the activity actually took place.

If the COSS is only rarely using this skill then there are more risks mistakes being made so it is better to hire them in as and when if that is the case
