risk assessment for staff present at eviction

Hello,
I am trying to write a risk assessment for our staff who are opening the door and inspecting the property of people being evicted from their property.
9 time out of 10 the people getting evicted have left before the eviction date and time arrive.
In some properties there are some needles in which case it is cleaned by a specialist company.
If there is a problem the police get involved.
My problem is what are the control measures if the tenants are aggressive, violent etc...
Your help will be much appreciated as I am stuck!

What exactly is the priority here? Your message reads as if there is some undue haste to inspect the premises during the eviction process - is that really necessary?
Let the bailiffs handle that bit and be sure tenants are gone before you send your people in?

Ron,
My message was probably not clear. We are drilling the lock to allow other people to get access. So our staff are the nearest ones to the door. And the police and bailiff are present if required but it does not stop our staff from getting caught up in the situation.

OK Presumably in conjunction with the bailiff, all attempts will be made to contact anyone who may be in the house. In the event the occupants show themselves during the process and give aggro, then your people let discretion be the better part of valour and back -off - rapidly.
If it was evident from the off that there were people in the premises who were aggressive/abusive then the bailiff would be justified in calling for police help him carry out court instruction. Thereafter let the police do all the hard work!
