I started a thread some time ago that didn't pick up any response so I'd like to try again.
It is concerned with interlocks on guards to a conveyor system.
We recently modified fixed guards alongside a conveyor unit to be interlocked to the conveyor drive system - we knew that people were accessing the system to clear blockages so thought it safer to interlock the guards rather than rely upon a manual isolation procedure. The interlock system required a reset/restart button to be operated to reinititate the conveyor when the guard was replaced. All good so far.
I have now been informed that this has been changed so that the conveyor can restart immediatley the guard is replaced.
This doesn't feel right to me but I am not clear if there are circumstances where the risk is sufficiently low that restart of this kind is allowed.

Interesting question.
The simplistic arguement would be to say "On no account should replacing the guard actually re-activate the machinery. However, it is possible that this may be acceptable in given situations where there is NO possibility of ANY person being put at risk when the machinery re-statrts.
PUWER Reg 14 & associated Guidance gives you your answer. I suggest that you also consider looking at BSI publication PD 5304.

The use of control guards is covered in EN 292-2 1991 clause 4.2.2.5 and EN 954-1 1996 clause 5.4. Generally, initiation of hazardous motion by closing a guard is NOT acceptable however there are some "C" standards that do permit the use of control guards.

Don't use BS/PD 5304 as a reference for machine guarding - it was classed as obsolete a few years ago.
You should now gollow BS292 and subsequent specific BS standards about machine guarding.
As previously stated either type A, B1, B2 or C standards.
