Merv,
Private Finance Initiatives - intended to be a way of using private sector funding and experience to build / maintain and run public sector permises and services. I'm particularly interested in anyone's experience of managing H&S in PFI projects for schools.

Have been involved.
Parties shoule ensure that they consider the HASAWA and general duties.
Each party should consder risk and hazard at high level, this should include asbestos and other known risks, how it will be dealt with or considered.
Condition of existing location, structure
Consider staff transfer,
Transfer of safety risk and liabilty is there any pending actions either civil or criminal.
Insurance risks and transfer,
Land risk and mangement, is it contaminated.

Did not mention one large project was with schools and hand-over from school to contractors and identifcation of risk.

These types of projests are fraught with potential problems.
There is frequently a huge gap in understanding of the H&S issues and the very different perceptions of the various parties towards what is "reasonably practicable", what is necessary and who should do it.
There are some excellent models to follow that would help, but they appear to be kept internally to the relevant organisations.
I would suggest that there will need to be some very detailed information sessions that then set the scene for determining the roles & responsibilities of the various principals to the project. This will then lead to the standard CDM approach to exercise effective H,S&E controls.
Don't foget the proposed changes to CDM re Designers & Planning Supervisors!
