When I had the task of providing a risk assessment for workplace transport I pondered where to start and in the end I developed an assessment based on the TILE principle for manual handling T - task (what do forklifts have to do - all taks), I - individual (how is the drivers competence assessed and improved), L - load - fairly self evident - consider when a load can become unsafe to handle, transport or lift, E - environment - issues where routes are congested, blind corners - effect of water on the road etc etc. To this model I then added V for vehicle - right vehicles for the right job - inspected and maintained. Hence TILEV is now my mnemonic for Workplace transport risk assessment.
Any body wishing to copy this principle may do so entirely free of charge
Hope this helps Rod
