Do vehicle inspection pits require an access /egress at both ends of the pit.I am asking this question in relation to a fire hazard,should one occur.

I'd strongly recommend having an alternative exit, particularly if the whole pit can be covered by the vehicle, for example large goods vehicles, or small pit and long car.
Better still is to use the fire risk arguement to try and replace the inspection pit with a vehicle hoist. Much better work environment, greatly reduced fire risk, better for posture and manual handling aspects, easier to clean and illuminate, no hole for folks to fall into, etc. OK you have to comply with LOLER, but hoists are a much safer solution to under vehicle access.
If you are stuck with pits, make sure they are clean, well drained and ventilated, avoid working on fuel systems, gas welding, consider fire fighting equipment, and make sure the occupants can get out safely as you've already considered. Also make sure the hole is covered or fenced off to prevent someone falling in.
