Chris, send it to me & I will have a look for you. We are currently moving away from a paper based system with an electronic system, which is at very low cost. It additionally comes with the support of Norwich Union, who we asked (as independant insurers to us) to do a workshop on our existing system and assist to deliver a more practical approach.
IT Consilium provide the electronic system (approx £350 per user, though they are happy to negotiate). Kevin Chicken of Norwich Union Risk Services is also worth contacting to help.
