It should express the culture and values which the company places on the importance of safety within the organisation and should be a personised by the MD etc

I ask for two documents : the "legal" one which responds to HSE requirements and can be (I've got one in my office) 20 pages long, written by a lawyer, and the personal statement of a directors own feelings and commitment to the safety of his employees. This may be about a hundred words and is designed (underlined) to be communicated to all employees, plastered on the walls and included in company newsletters. And that is the only one that employees will actually read. The Du Pont company safety policy lists 10 "convictions". The first of which is "All Accidents Are Preventable". This has been reiterated for so long and so many times that they believe it. So do I. Merv
