Can anyone point me in the right direction of where I can find a grant for hireing a HS&E Consultant to set up a HS&E Management System or help fund HS&E Training?

Check the local colleges they will probably offer a cheap price for health and safety training or learning skills council
i pay £25 per person for a 1 day foundation course

As far as I'm aware; there are only grants to develop your internal competence and expertise and most of those don't reach the competence level that you appear to require.
If you can't achieve this target from within, you really will have to give serious consideration to funding an external source to assist you get everything set up whilst you get the grants to raise the internal competence. Any decent Consultant should advise you along these lines anyway - I certainly don't aim to be the H&S equivalent of a virus.
