It relates to goal and target setting. The theory is that they should be SMART-

Specific,
Measurable,
Achievable,
Relevant, and,
Time-bound.

Does any one know what the new version 'SMARTER' stands for?

Just a thought about the IIRC version; attainable and realistic - isn't that saying the same thing? I believe the other version quoted that includes 'relevant' is about being relevant to the aims and objectives.
