Posted By Ralph Baqar Can anyone remember what the reporting legislation regs were before RIDDOR? E.g. for reporting a fatality. Need this info yesterday. Many thanks in anticipation.

Posted By Ralph Baqar is my failing memory correct. Was it NADOR and did it exist pre 1980?

Posted By Allan St.John Holt NADOR 1985, introduced dangerous occurrences across the board and the ill-health stuff which wasn't there before. A masterstroke of Government had removed the earlier very sensible plan of ensuring full reporting by combining the benefit form with the accident report form when statutory sick pay came in and the employer paid the first few weeks rather than the Government. NADO was the response and changed the reporting requirements so that the previous data was not compatible with the later material.

Posted By Heather Aston According to schedule 8 of current RIDDOR it was S.I. 1985/2023 which was also called RIDDOR but was 1985.
I vaguely remember hearing about something called NADOR - N for "notification" but this was before my time in safety - sorry.
I suppose this was probably the name of the Regs before the 1985 version of RIDDOR? Someone older than me will be along in a minute!

Posted By Ralph Baqar Thanks Allen I’m reviewing one of out baby-builders dissertations for his degree. What was the legislation in place to report in ’61 in relation to fatalities on construction sites?

According to HSE, NADOR was 1980, not 1985 and there was an earlier version of RIDDOR as I said.
Source - HSE statistics bulleting 2000/01 "The sources of safety statistics for the years 1989/90 to 1995/96 are reports to all enforcing authorities made under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1985 (RIDDOR 85). These regulations came into effect on 1 April 1986 and replaced the previous reporting regulations, NADOR. The safety statistics from 1996/97 onwards are compiled from reports made to all enforcing authorities under RIDDOR 95 which came into effect as of 1 April 1996. RIDDOR 95 replaced RIDDOR 85, the Railways (Notice of Accidents) Order 1986, and certain provisions of the Offshore Installations (Inspectors and Casualties) Regulations 1973 and the Submarine Pipelines (Inspectors etc) Regulations 1977. Certain provisions of the Regulation of Railways Act 1871 and the Transport and Works Act 1992 were also repealed or amended."
I should think for 1960s you would be looking at the Factories Act.

Posted By Ralph Baqar Thanks Heather, I was aware of NADO 1980 however, I’m after pre-1980? I’m not sure if the FA ’61 covered reporting of fatalities on construction sites? I’ve had a quick read through an old copy of Redgraves and I’m fairly convinced of this. But my memory suggests that some legislation covered this area – I just cannot remember.
Any help would be gratefully appreciated – I’ll be up all night thinking about it!

Posted By John D Crosby Hi Ralph The legislation pre NADOR was the Factories Act 1961 which included construction sites. The requirement was under section 80. It required notification to HM Inspector of Factories of the following :- Fatalities, over 3 day accidents and defined dangerous occurrences. The notification was done by sending in a particular form (F43B for construction) immediately the incident became reportable. In the case of a fatality you also had to immediately telephone the Inspector. You kept a record in a book known as the General Register which contained brief details of the incident. The forms were foolscap in length and hence awkward to copy when copiers didn't reduce. They were also quite cheap-one old penny - its amazing the trivia one picks up in this job. Sleep well
