Given that the HSE are introducing legislation only twice a year (http://www.hse.gov.uk/press/2005/e05017.htm), is it likely the new noise regs will be brought into force on 1st october this year? (they have to be introduced before feb 2006 anyway). Does anyone have any insider knowledge on this?

At present the plan is to bring in the new regulations on 15 Feb 2006 (as required by the EU Directive) Oct 2005 is considered too early and April 2006 would be too late. See http://www.hse.gov.uk/ab...ings/2005/050405/c01.pdf for details.

The "twice a year" thing only applies to legislation intorduced for domestic reasons over which HSE has control. They make this clear on their website - e.g. Work at Heights Regs.
Legislation introduced in response to European Directives will be introduced to suit the implementation time of the Directive. Those they intend to introduce in 2005 are already listed on thier website - e.g. Control of Vibration Regs.
So although I have no inside knowledge, I would think the answer is no. Expect the Regs around Feb 2006 as HSE have always said.
